Friuli Venezia Giulia Regional Law 12 March 2020, no. 3 – Text in force as of 13/03/2020
With the Regional Law 12 March 2020, no. 3, the Friuli Venezia Giulia Region has provided the first urgent measures to support the regional economy and face the COVID-19 epidemic outbreak.
Subsidised financing from the anti-crisis sections for companies involved in the COVID-19 epidemic emergency
The “Anti-crisis Section” financial allocations can be used for subsidised financing to support the companies. The loans:
Instalments suspension on the revolving funds for companies involved in the COVID-19 epidemic crisis.
Companies that have been granted subsidised financing from the revolving funds (development fund – anti-crisis section), can obtain the suspension of the instalments principal portion for a year, whether the instalments are annual or fractioned. Consequently, the amortisation plan will be shifted of the same period.
Guarantee activation for companies involved in the COVID-19 epidemic crisis.
The regional administration is authorised to assign further resources to CONFIDI for companies damaged by the COVID-19 crisis, having the head or operational office in the regional territory.
Specifically, for the year 2020:
Measures supporting production activities
Further 7,500,000 euros have been allocated for the year 2020, in favour of hospitality, tourism and retail industries with their ancillary sectors, and in favour of crafts and professions. In relation to the equivalent national measures, the law provides increases in contribution.
Urgent measures in the field of tourist events
The beneficiaries of subsidies for promotional or touristic activities that had to modify, move or cancel the planned activities subject of the subsidies, can require and obtain extensions for implementing the activities and presenting the report of expenditure no later than December 31, 2020.
Expenses for initiatives, projects, big national or international events in the fields of tourism, sports, music or culture, which have not taken place or have been moved to a date no later than 31 December 2020, are eligible for the subsidy.
Provisions concerning the distance learning
Courses organised by CATT FVG and CAT and concerning health & safety, consumer information, hygiene and sanitary aspects can be performed remotely.
Extension of the deadline to pay IRAP
30 September 2020 to pay the IRAP balance for the fiscal year 2019 and the first down payment instalment for the fiscal year 2020.
Urgent measures about culture and sports, connected to the COVID-19 epidemic emergency
The beneficiaries of annual subsidies related to annual projects or three-year programs, concerning cultural, recreational, sporting or religious events and opening museums or other cultural places, that have had to modify, shift or cancel the planned activities subject of the contribution, will be granted the permit to change the financed project or the planned event date, upon request to the competent authority.
The deadlines to present the statement of expenditures with the granted subsidies are extended as follows:
Reduction of the fees for families
The periods when early childhood education activity is suspended by the public authority for the COVID-19 epidemic emergency, are computed as periods of attendance for the purpose of the fee reductions referred to in art. 15, Regional Law 18 April 2005, no. 20.
